The ELA/Special Education Instructional Intervention Process should be used under the following circumstances:
When a student whose primary language is not English,
When the student is an emergent/early speaker of English (Lau A or B),
When the general education teacher has either instructional and/or behavior concerns about the student, and
When the general education teacher is considering that the student might have special education needs.
